Hyderabad April 22: Speakers highlighted the need to implement national disaster risk reduction policy and called for developing provincial and district level strategies to tackle the challenges of disasters. They were speaking at launching of Sindhi translation of National Disaster Risk Reduction Policy published by Research & Development Foundation (RDF) with the support of Kindernothilfe (KNH) through the German Federal Ministry for economic and development (BMZ). Speaking on the occasion Provincial Head of UNOCHA Salman Safdar appreciated the Sindhi translation of policy and hoped that stakeholders including masses would benefit from it. He said that the Sindhi translation of policy was badly needed. He further said that the number of policies have been developed but implementation of polices at field level is real challenge. He added the policy has emphasized the need of building linkages within various departments, who are working in isolation. He said that Pakistan is agriculture country but it is regrettable that nation is still malnourished.

Prof. Qalander Shah, who has translated the policy into Sindhi, said that disasters are an integral part of society and with better preparedness negative impacts could be minimized. He said that there is huge gap between government and public as number of laws and policies are devised by the government through assemblies but common men are unaware. He called for proper dissemination of polices to the public. He said that civil society is bridge between the government and public. He said that population increase has disturbed all aspects of life including social, ecological and economy.
   
Athar Behzad Memon Regional Director Provincial Disaster management Authority said that Sindh has suffered more due to bad governance and less from the disasters. He lauded the Sindhi translation of policy and said that this would begin the process of debate for effective disaster risk reduction among the stakeholders.  
Ashfaque Soomro of RDF said that purpose of Sindhi translation is to disseminate this important national policy to wide range of stakeholders, who are working in Sindh. The Sindhi translation has been reviewed and approved by National and Provincial disaster management authorities respectively. He added that the Sindhi Language Authority has also endorsed the Sindhi translation. Nasir Ali Panhwar said that since each province and district has its own geographical characteristics, hence it is imperative that under national policy there should be provincial and district level policy. He said that translation of policy is pioneering initiative and added that Sindhi Language Authority should come forward to bring uniformity with regard to various technical terms in Sindhi.   

Nazeer Esani General Manager SIDA said that even today drought is not recognized as disaster. He said that NDMA is still at nascent stage and long term planning is needed for effective management of disasters. He said that we should adopt proactive approach for managing disasters instead of reactive.   

Dr. Ali Murtaza Dharejo said that the translation of policy into Sindhi is significant addition into Sindhi language and its dissemination at the grass root level including libraries must be ensured. Dr. Ismail Kumbhar said that disaster management institute should be established to train the people at local level. Maria Pathan, Mumtaz Mangi, Ghulam Mustafa Abbasi, Fida Soomro, Mahesh Kumar, Ishaque Mangrio and others also spoke at the occasion.
